Abel Compliance Systems Inc.
Fair and equal application of rules — it's either on the record or it isn't. Built for the people responsible for governance, not the people resisting it.

The Problem
Complaints come in. Follow-up happens by memory. The same vehicles appear again and again — and there is no record to act on when it matters.
Recurring complaints about the same unit or plate are handled in isolation. Without a record, patterns are invisible — until a dispute reaches the Condominium Authority Tribunal.
Rules applied differently depending on who is on shift, who knows the superintendent, or who complains loudest. Inconsistency exposes the board to legitimate grievance.
Property managers and onsite staff spend hours on parking follow-up that should take minutes. Manual tracking, scattered emails, one-off notes — none of it scales.
When a resident disputes a notice at the CAT, boards need timestamped, immutable documentation. Memory and paper notes do not hold up. A spreadsheet does not hold up.
Self-Assessment
Answer five questions. We will tell you how urgently you need a better system — even if that system is not ours.
Question 1 of 5
How are parking complaints currently reported and tracked?
Question 2 of 5
Do certain units or vehicles come up repeatedly in complaints?
Question 3 of 5
Is there a formal record kept of incidents, warnings, or notices issued?
Question 4 of 5
How much staff time goes into parking follow-up each month?
Question 5 of 5
If a resident disputed a parking notice at the CAT today, how confident are you in your documentation?
The System
Parking Control System — Product 1 from Abel Compliance Systems. Deployed and operational.
Daily and monthly reports are generated automatically and stored as permanent snapshots. Historical data cannot be altered. What happened on a given night is on the record — permanently.
If the same vehicle keeps appearing, authorized staff can search by plate and see the full history immediately. Pattern identification that used to take hours takes seconds.
Formal notices to unit owners generated from within the system — closing the compliance loop completely. No separate document, no disconnected process.
PMs receive structured daily and monthly summaries for every condo they manage. Stops the fragmented, case-by-case follow-up that consumes hours every month.
Standardized visitor parking management across an entire portfolio. Consistent enforcement policies, consistent documentation — regardless of which building or which staff member.
Data is kept for 90 days for operational and dispute purposes, then permanently deleted. Designed from day one to be PIPEDA-friendly and minimize liability exposure.
Our Principle
"Fair and equal application of rules — it's either on the record or it isn't."
The system doesn't know who you are. It only knows what happened. That is not a technical feature — it is a governance principle built into every part of how the system works.
The long-term resident gets the same treatment as the new arrival. The person who knows the superintendent gets the same treatment as the person who doesn't. Equity in enforcement protects every resident equally — and protects the board from the appearance of favouritism.
CAT filings are increasing year over year. Boards that cannot produce consistent, timestamped documentation are increasingly exposed. This system is not just an operational tool. It is a liability shield.
Privacy
No names. No contact information. No financial data. Only what is voluntarily provided and operationally required.
Plate numbers are provided voluntarily by residents or guests as a condition of registering for a private parking amenity. No passive collection. No surveillance.
Unit numbers are not unique to any individual — every condo in Ontario uses the same numbering conventions. No data collected links to a named individual.
All records are permanently purged after 90 days. Consistent with PIPEDA guidelines on limiting retention to what is operationally necessary.
Condo corporations have independent legal authority under their own bylaws and declaration to require visitor parking registration. We provide the infrastructure — the authority already exists.
Pricing
Affordable enough for smaller buildings. Useful enough for large portfolios.
CAD per month · billed annually
At $1,200 per year, this is an operational budget decision — no board vote required in most Ontario condo corporations. Simple to approve. Simple to deploy.
Why This Works
This system was not designed in a boardroom by people who have never enforced a bylaw. It was built by someone who has held every role in the chain — and who knows exactly how abuse happens, where documentation fails, and what a board needs when a dispute reaches the CAT.
We are not selling software. We are selling domain expertise packaged as software. The difference is that every feature exists because of a real operational problem — not because it looked good on a product roadmap.
When a resident disputes a notice at the Condominium Authority Tribunal, you need timestamped, immutable records. Not someone's word against another's. That is what this system provides.
